To form an objective statewide institution - a consortium of water resource think tanks to assist policymakers in the formulation of policy designs to best manage sustainable economic growth and natural resource conservation via water planning, research, education and technical assistance.

The Georgia Water Planning & Policy Center (GWPPC) research and planning efforts are targeted to help the General Assembly, the Congressional Delegation and local legislative bodies understand how water quantity and quality is affected by alternative incentive systems, alternative political institutions, and alternative legal systems.
